Another Friday, another bow to Bush's antiterror legacy -- WSJ.com:

...President Obama's endorsements of Bush-Cheney antiterror policies are by now routine: for example, opposing the release of prisoner abuse photographs and support for indefinite detention for some detainees, and that's just this week. More remarkable is White House creativity in portraying these U-turns as epic change. Witness yesterday's announcement endorsing military commissions....

Well, if you want to dig back in history, I recollect that Josephus was involved with something of the same sort. A quasi-military campaign against some freedom-fighters/bandits in Palestine. Led by a guy named Jesus the Galilean (no, not the same Jesus. It was a very common name back then.)

He used threats and bribes and persuasion to try to settle the conflict peacefully, with military force available if necessary. But even that would not be "war;" he didn't want to conquer or destroy the region, just support the side of peaceful citizens, and law and order.

Which is basically what we are doing in the WoT. And that's why I don't think it's really a war...
